We describe a proposed high-statistics charm experiment to run at the Tevatron. This experiment would use a fixed target and forward geometry to produce and reconstruct large samples of D0 mesons with a substantial Lorentz boost. The experiment would fit D0->hh decay time distributions to measure D0-D0bar mixing parameters x and y and search for CP violation in the D0 system with unprecedented sensitivity. The signal yield is estimated to be more than an order of magnitude greater than what will be achieved at the current B factories.
